About
Oracle Fusion Cloud HCM is Oracle's cloud human capital management and payroll suite: core HR, payroll, benefits and talent. Large AEC firms run it as their HR and payroll system of record, with post-payroll employment tax, wage payments, garnishments and ACA reporting handed to services such as ADP SmartCompliance, and project and time systems exchanging employee data with it.
How teams use it
By audience
- Accounting & Finance
- Runs payroll, which is the single largest cost line on most self-performing contractors' jobs.
- Hands off post-payroll employment tax, wage payments, garnishments and ACA reporting to ADP SmartCompliance rather than filing them itself.
- Supplies labour cost that project cost systems reconcile against the general ledger.
- Human Resources
- Runs core HR, benefits and talent for a large AEC firm's whole workforce, office and craft alike, as the employee system of record.
- Holds the worker records that downstream construction systems — payroll compliance, workforce planning, site access — reconcile their people data against.
- Exposes worker, position and document-record REST resources so HR data reaches those systems without a nightly file drop.
- IT & Systems Administration
- Consumed as a SaaS tenant, so IT owns configuration, role security and quarterly Oracle release uptake rather than servers.
- Publishes a full REST endpoint reference (/hcmRestApi/resources/11.13.18.05/...) that payroll-compliance and workforce integrations authenticate into.
- Is the identity source many firms sync into site-access, safety and training systems.
